We all know access to information has become almost unlimited, the interpretation and understanding of facts produces or generates the disparities and disagreements appeared on individual as well as on social, regional or global level.

In the book's preface, the authour shows "states have been, and some still are now, even at the beginning of this century, in critical situations, in confrontations or conflicts of various types. These confrontations were either "international" or "regional", of "high or low intensity", religious, civil, rasial, ethnical, colonial, subversive, revolutionary, etc.; they have all been started and carried on because of "sacred rights". "inalienable", "perennial", "traditional", "legitimate", etc., so that the 20th century has known all the situations caused by people's violent relationships.

The researches and explanations presented in the five chapters of the book refer especially to sources of insecurity within nations and in transnational relationships, to the necessity of understanding and applying geopolitical studies in order to localize and manage the main sources of crises caused by increased pressures exercised by the globalization tendencies.

This scientifical study is even more valuable because it provides a list of preventive actions to eliminate critical situations: when those turn into crises, the author underlines the necessity of turning from the ideological means of analysis and decision, to management of the facts, according to the results of scientifical research, to monitor the sources of critical situations, to prepare and train the decisional centers (usually public organizations), in order to avoid that they are surprised. The correct involvement of decisional centers, in all the stages of the actual critical situations, leads to their effective management, on condition that decisional errors do not become sources of a critical situation or even of crises. Furthermore, based on the analyses, this study confirms the need that political-military factors of decision get involved in the identification, investigation, interpretation and management of insecurity sources threatening our nation.

The author, a brigadier-general in reserve, having a vast military training and expertise, professor at the National Defense College, believes that "military organizations, effectiveness and their involvement in preventing critical situations and crises, all emerge from the possibilities of politicians to identify the potential sources of insecurity, to give proper tasks to military organizations on security strategies, to build a legitimate operational framework and to ensure their own involvement in all the stages of good public decisions".
